Ntaganzwa (ICTR-96-9)

Transferred to National Courts: 8 May 2012

Ladislas Ntaganzwa, the former Bourgmestre of Nyakizu Commune in Butare Prefecture, was indicted for his alleged role in commanding civilians, militia members, police, and Burundian refugees in attacks on Tutsi civilians in Nyakizu Commune. The prosecution charged Ntaganzwa with direct and superior responsibility for genocide, incitement to genocide, and crimes against humanity for act of murder, extermination, and rape. Ntaganzwa remained at large as the ICTR was ending its work, and in 2012, the ICTR granted the prosecution’s request to refer the case to the national courts in Rwanda. In 2015, Ntaganzwa was arrested in the Democratic Republic of Congo and extradited to Rwanda to face trial.

This is one of five cases referred by the ICTR to national courts that is being monitored by the International Residual Mechanism for Criminal Tribunals (IRMCT).
