The UN Human Rights Council adopted a resolution (A/HRC/18/L.22) creating a new Special Rapporteurship on Truth, Justice and Reparation. [OHCHR] The three-year mandate holder will be charged with “gathering relevant information on national situations relating to the promotion of truth, justice, reparation and guarantees of non-recurrence in addressing gross violations of human rights and serious violations of international humanitarian law, and to make recommendations thereon.” The creation of this new special procedure was welcomed by a number of human rights organizations, including the International Center for Transitional Justice (ICTJ) and the Center for Justice and International Law (CEJIL).
During its last session, concluded in September, the HRC also created an Independent Expert on the Promotion of a Democratic and Equitable International Order (A/HRC/18/L.13) “with a mandate to identify possible obstacles to the promotion and protection of a democratic and equitable international order, to identify best practices and to work in cooperation with States in order to foster the adoption of measures at the local, national, regional and international levels.”
