Juvénal Uwilingiyimana, the former Director of Tourism, was indicted for his alleged role in inciting, coordinating, and supporting the massacres across Rwanda in coordination with other government members and Interahamwe militia members. The prosecution charged Uwilingiyimana with direct and superior responsibility for genocide, conspiracy to commit genocide, complicity in genocide, incitement to commit genocide, and murder as a crime against humanity.
After agreeing to cooperate with ICTR prosecutors, Uwilingiyimana was found dead in Brussels, Belgium in 2005.
